A 41-year-old woman blew nearly five times the drink drive limit following a crash on Clee Road on Sunday night.
PC Barry Gardner, Humberside Police's casualty reduction officer for the South Bank, said the reading "beggars belief" and was almost as high as any he had seen.
Humberside Police's Roads Policing Unit said the 41-year-old had 163mcg of alcohol in 100ml of breath.
The legal limit for drivers is 35mcg.
PC Gardner said: "It is fair to say that in my experience the highest reading I have seen was 164 and that was a guy in Grimsby who had driven from the airport. When I opened the car door he fell out of the car and was pretty much incapable of doing anything, let alone control a car.
"This is the sort of standard we are looking at.
"Thirty-five is the limit that is deemed by the law at the level where you can control a vehicle.
"So to be that far over the limit – it beggars belief really that someone could make that conscious decision to get in a vehicle when they have consumed that much alcohol.
"It is beyond dangerous."
Staggering figures have shown 20 per cent of drivers involved in 70 injury accidents in North East Lincolnshire were over the drink drive limit during November and December.
The 14 were among 78 motorists caught driving with excess alcohol on the South Bank during Humberside Police's anti drink-driving campaign.
Fifty-three out of the other 1,310 drivers tested – usually during roadside checks – provided positive breath tests.
PC Gardner said: "The message is getting through as we had 96 per cent compliance this year with our roadside checks, but the issue in Grimsby is that out of 70 crashes we had 20 per cent involving drink drivers. Clearly there is a correlation between those two things.
"People know that it is an offence and in general people comply, but it is just the inconsiderate minority that think they can do what they like.
"We are out there looking for them in order to protect the public."
The woman was later charged with failure to provide a breath test and driving without due care and attention.
She has been released on conditional bail and will appear at Grimsby Magistrates' Court.
